Chapter 24: Victor Rocha Discusses California Gambling Ballot Initiative
Rocha, a prominent and influential figure in the Indian Gaming Association and host of the show “The New Normal,” informed Brendan Bussmann and Robin Harrison how the California sports wagering debate will play out.
“Smoke and Mirrors”
“It’s an offense,” Rocha said of the new referendum proposal, which he believes is attempting to create a divide between California gaming tribes and non-gaming tribes. A series of amendments didn’t make it any more acceptable. “It’s all smoke and mirrors.
“These people aren’t listening because they don’t care. They want to move forward, they’re surprised, they didn’t see the Native Americans running towards them, tossing flowers at their feet.”
California Sports Wagering: All Roads Lead to Tribes

Support for physical sports betting in California is at best lukewarm, and enthusiasm for mobile betting is even less.
Rocha cautioned that the sole method to guarantee a secure and enduring marketplace is to adopt a phased strategy, commencing with mobile gadgets and subsequently revisiting the matter of mobile devices.

He further stated that the fresh ballot initiative has disrupted the tribes’ blueprints, which were to advocate for 2026 as a 2024 relaunch. Another impending ballot skirmish could hinder California sports wagering.
Rocha posits that there exists an ongoing cultural clash wherein “a prudent approach to sustainable gambling” is misconstrued as an obstacle. California tribes possess ownership of the state’s gambling sector. Rocha, alongside his business partner Gene Johnson, are embarking on endeavors to ascertain a workable model for sports betting, maintaining a grasp on the state’s pulse.
“We possess a strategy,” he conveyed to the business sector. “Silence yourselves, occupy the backseat, and permit us to navigate.”
